On 24 June 2025, the 37th Plenary Session of the Foreign Investors’ Council chaired by the President of the Republic of Kazakhstan Kassym‑Jomart Tokayev was held.
The central theme of the session was “The Contribution of Foreign Investors to Value Creation in the Domestic Market.”
Opening the session, President Kassym‑Jomart Tokayev noted that the Council remains a reliable platform for strategic cooperation between the state and its international partners.
In his speech, the Head of State outlined the most promising areas of cooperation with investors, particularly highlighting the development of Kazakhstan’s industrial potential.
President Tokayev emphasized that Kazakhstan is taking bold steps toward deep processing of raw materials and next-generation industrial production. In the railway engineering sector, Kazakhstan is successfully cooperating with Wabtec, Alstom, and Stadler. Notably, Alstom is building service centers in the country and plans to launch the production of next-generation locomotives starting in 2028. Wabtec is investing USD 200 million in rolling stock running on alternative fuel, while Stadler Rail has constructed a plant with an annual production capacity of 100 railcars.
The Head of State also highlighted the significant potential of Kazakhstan’s agro-industrial sector. He noted that the country ranks 6th in the world in terms of agricultural land area and is among the top ten grain exporters globally. He cited the successful operations of foreign investors such as PepsiCo, Fufeng Group, and Dalian Hesheng, which are creating stable demand for local products and introducing advanced technologies.
Special attention was paid to strengthening Kazakhstan’s role as a strategic transit hub through large-scale modernization of transport infrastructure.
In conclusion, the Head of State expressed confidence that long-term, mutually beneficial cooperation between the state and the private sector would play a key role in ensuring sustainable and inclusive economic growth.
During the event, speeches were delivered by EBRD President Odile Renaud-Basso, Minister of Industry and Construction Yersain Nagaspayev, Chairman of the Board of the Kazakhstan Foreign Investors’ Council Association Erlan Dosymbekov, ADB Vice-President Bhargav Dasgupta, VEON Group CEO Kaan Terzioğlu, CNPC Vice-President Daowei Zhang, and Alstom President for Africa, Middle East, and Central Asia regions Martin Vaujour.
The participants highlighted the importance of the issues discussed and expressed their readiness for continued cooperation.
