TAV Airports Holding was founded in
1997. It is a global airport operator, managing 15 airports in 8 countries.
The main area of activity
is airport management to ensure passenger and cargo transportation, as well as
other adjacent activities related to air transportation (duty-free trade,
catering, security, ground handling, etc.).
TAV Airports Holding has a global
business reputation - the company's shares are listed on the Istanbul Stock
Exchange (since 2007). The market capitalization at the beginning of 2024 was $
1.6 billion.
TAV Airports Holding has been present in
Kazakhstan since 2020, when a subsidiary "TAV Kazakhstan" LLP was
established to implement a project to acquire and develop "Almaty
International Airport" JSC. In the spring of 2021, a consortium of
investors represented by "TAV Airports Holding" and "Kazakhstan
Infrastructure Fund C.V. ", a portfolio fund of JSC NMH Baiterek
(Qazaqstan Investment Corporation) managed by VPE Capital, completed the
acquisition of 100% of the shares from the previous owner. To date, 85% of the
shares belong to TAV, 15% to Kazakhstan Infrastructure Fund.
As part of the implementation of the
project for the development of the infrastructure of Almaty International
Airport, a Financing Agreement was signed with the international financial
organizations EBRD, EDB, IFC and DEG in the amount of USD 450 million. The
specified funds were used to finance the capital expenditure program, in
particular, the construction of a new international terminal (2022-2024), the
construction of a new general aviation building and a government VIP terminal
(2022-2023), the construction of a central engineering installation
(2022-2023), financing works on the aerodrome and landside area (2022-2024),
reconstruction of the existing terminal, modernization of the fuel and
refueling complex and the creation of an automatic fuel supply system
(2024-2025) and the implementation of a noise insulation program, etc.
In 2023, TAV Airports Holding served
95.5 million passengers globally (an increase of 22% compared to 2022).
According to the results of 9 months of 2023, the group received consolidated
revenue of $ 1.063 billion (EBITDA - $ 347.9 million.).
Almaty
International Airport served 11.4 million passengers in 2024, reflecting a 20%
increase compared to 2023, and handled 99 thousand tons of cargo. As of the
first nine months of 2023, the airport generated revenue of USD 324.9 million
(with EBITDA amounting to USD 75.6 million).
In
2024, 2023, 2022, and 2021, JSC “Almaty International Airport” paid
approximately 17.3 billion tenge, 15.2 billion tenge, 13.9 billion tenge, and
5.5 billion tenge respectively to the state budget in the form of taxes and
other payments.
On
June 1, 2024, the new international passenger terminal of Almaty International
Airport was officially commissioned. For the comfort of passengers, the new
terminal features mother-and-child rooms on each floor, essential amenities for
persons with disabilities, a children's play area, as well as additional
facilities such as lounge rooms, co-working spaces, a VR room, and a pet room.
In addition, the terminal houses a newly opened Museum of Kazakh Aviation.
The new terminal is connected to the
existing one via an overhead walkway. This new facility provides passengers
with easy access for transfers between domestic and international flights
without having to exit the building.
To provide a modern and comfortable
experience during passport control procedures, the terminal is equipped with 20
booths in the departure area and 32 booths in the arrival area along the border
service line, 4 units of automated border control equipment for citizens of the
Republic of Kazakhstan in the arrival–departure zone, 4 baggage carousels, and
information kiosks for convenient passenger navigation.
The passenger boarding bridges of the
new terminal can simultaneously accommodate up to seven aircraft, depending on
the aircraft size.
The new passenger terminal of Almaty
Airport became the first in Central Asia to be certified under the
international Excellence
in Design for Greater Efficiency (EDGE) program. The EDGE Advanced
certification confirmed the airport’s commitment to sustainability and marked a
significant milestone in advancing environmental standards in the Republic of
Kazakhstan.
As part of the project, the terminal
successfully implemented water-saving equipment and technologies aimed at
reducing greenhouse gas emissions, air pollutants, and waste, in accordance
with the recommendations of the International Civil Aviation Organization
(ICAO).
The
certification resulted in the following achievements:
— a 46% reduction in energy consumption,
— over 56% savings in water usage,
— and over 33% reduction in the use of other natural resources.
TAV Airports Holding (through Almaty
International Airport) is active in charity and sponsorship activities in
Kazakhstan. The
amount of charitable assistance in 2024 and 2023 amounted to 76,684,680 tenge
and 64,545,153 tenge, respectively. Assistance was provided to such organizations as "Charity Do
Kindness ",
"Charity Event ",
the Society of Disabled People of the Turksib District of Almaty (children and
adults), aviation veterans, etc. Sponsorship assistance in the amount of
32,777,933 tenge was provided for the development of culture and promotion of
sports. A number of events in Almaty and Astana were supported, in particular,
the planting of trees "EcoFund", the organization and participation
in "Almaty Half Marathon 2023" and "Almaty Marathon 2023",
a football camp for young athletes, a golf tournament, "International
Forum Astana 2023", a week of Turkish cinema, the charity event "Road
to School", a New Year tree and gifts for disabled children, the XIV
winter charity ball under the auspices of the "Bolashak " Corporate
Foundation, etc. In 2025, Almaty
International Airport is acting as a sponsor of the Volleyball Federation of
Kazakhstan, with the amount of support totaling approximately 120 million
tenge. Currently, an agreement is being discussed regarding the construction of
a football academy in Talgar, with a total area of 5,500 m² and an estimated cost of approximately 3.2 billion tenge.
As
of May 31, 2025, the number of permanent employees is 3,680, of which 3,652 are
residents of the Republic of Kazakhstan, accounting for 99.24% of the total
workforce.
TAV Airports Holding and Almaty
International Airport fully support the professional development and
qualification improvement of local employees, based on international standards
and recommendations of the International Civil Aviation Organization, European
Aviation Regulations (EASA), as well as the requirements of domestic labor
legislation.
Employees are trained both within the
country (based on the Professional Training Center of the RSE
"Kazaeronavigation", "Swan Aviation", the Civil Aviation
Academy, etc.) and abroad (JAA Training Organisation (Netherlands), IATA
Training Centers, GTI Aviation Training (Turkey), AeroClass, etc.). In
addition, since 2023, e-learning on the basis of the ENOCTA and LinkedIn
platforms has been implemented (the volume of training material exceeds 8,000
courses) with full access for each employee.
TAV Airports Holding actively
participates in events focused on attracting investments into the economy of
the Republic of Kazakhstan, sharing experience and business practices. The

Among
the key events of 2024 attended by the company's management, the following
should be noted:

“Silk Road in the Sky – Kazakhstan
Cargo Hub” – a forum on cargo transportation and logistics held under the
auspices of The International Air Cargo Association (TIACA) (June 2024);

Regional seminar “Green Airports”
organized by the International Civil Aviation Organization (ICAO) and ACI
EUROPE (November 2024).
In
2025, we also ensured the provision of private medical insurance to the
employees of Almaty International Airport and created a dedicated personnel
cafeteria. Looking ahead, we are actively working towards the establishment of
a medical center within the airport premises, intended to serve both airport
employees and residents of the surrounding area. Our future plans also include
the creation of at least 500 additional jobs in the vicinity of the airport,
the development of car parking facilities for personnel—subject to the
availability or allocation of appropriate land by the relevant State
authorities—and the formation of an ACI (Airports Council International)
accredited training center at Almaty Airport.
Over the next five years, with the
active support of TAV Airports Holding, Almaty International Airport JSC plans
to implement an investment program totaling USD 362 million. The key components
and projects under this investment initiative include:

Construction of a new taxiway,
reconstruction of existing terminals, and major overhaul of the runway;
·
Procurement of state-of-the-art ground
handling equipment, including specialized vehicles for winter operations;
·
Construction of a new apron dedicated
to cargo carriers and a facility for in-flight catering services;
·
Improvement and modernization of the
airport’s fuel infrastructure, including the construction of warehouses and
administrative buildings for government authorities;
·
Enhancement of passenger comfort
through upgraded wayfinding systems, expanded parking areas, and the
installation of modern X-ray screening systems;
·
Construction of an airport hotel and a
multi-level car park;
·
Development and modernization of the
airport’s IT infrastructure, including the renewal of key operational
facilities and digital systems.
In addition, Almaty International Airport JSC is currently in the final
stage of developing and approving the Master Plan for Almaty International
Airport. This document outlines an updated layout of the airport, incorporating
key facilities designed to ensure sufficient capacity and operational
flexibility to accommodate the projected growth in air traffic, in line with
the strategic development plans of the airport’s core airline partners.
The Master Plan envisions a phased expansion of the passenger terminal
buildings, along with corresponding upgrades to the supporting infrastructure
on both the airside and landside. It places particular emphasis on the
development of critical facilities such as cargo operations, maintenance,
repair and overhaul (MRO) complexes, and general aviation (GA) facilities.
Furthermore, the Master Plan covers essential support functions, including
ground support equipment (GSE) handling, utility systems as well as areas for commercial
and ancillary developments.
