KFICA Executive Committee members meeting

On October 23, 2025, a KFICA Executive Committee members meeting – Permanent Representatives of the Foreign Investors’ Council (FIC) member companies in the Republic of Kazakhstan – was held with the participation of Mr. Gabidulla Ospankulov, Chairman of the Investment Committee of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

 

The meeting focused on key issues related to improving the investment climate, preparations for the upcoming Autumn Interim Session chaired by the Prime Minister, and the 38th FIC Plenary Session chaired by the President of the Republic of Kazakhstan, as well as discussions of sectoral priorities within the FIC Working Groups:

 

  • Investment Policy Working Group: inclusion of dividends in customs value, VAT neutrality issues, and mandatory digital labeling of beverages.


  • Labor Legislation and Human Capital Development Working Group: amendments to Orders No. 197 and No. 93, fines for late data entry into the Employment Contract System, and reconciliation of employee numbers.


  • Energy, Environment, and Oil & Gas Working Group: amendments to the Environmental Code, development of GHG and methane regulations, and advancement of RBI methodology for pipeline systems.


  • Digitalization Working Group: initiatives to accelerate digital transformation and enhance cybersecurity.


  • Healthcare and Pharmaceutical Development Working Group: creation of pharmaceutical sub-zones within SEZs, improvement of price registration transparency, protection of long-term investments, and development of a Government–business roadmap for 2026.


The meeting was attended by the heads of member and observer companies of the Association, including Anadolu Group, Asian Development Bank, Baker McKenzie International, Cameco Corporation, Chevron Corporation, CNPC, Citi, Deloitte, Deutsche Bank AG, EBRD, ENI, ERG, EY, ExxonMobil, Eurasian Development Bank, General Electric, Glencore, JP Morgan Chase, Knauf, Lukoil, Marubeni, METRO, Mitsubishi Corporation, Philip Morris, Polpharma S.A., RUSAL, Polymetal, Sembol, Shell Kazakhstan, TotalEnergies, INPEX, Veon, Wabtec, World Bank, PwC, KPMG, Air Liquide, Baker Hughes, Microsoft, Alstom, and TAV Airports Holding.
