Co-Chairs’ Meeting of the FIC Labour Legislation, Human Capital Development and Engagement of Foreign Labour Force Working Group Held

On 14 January 2026, in the framework of preparation for the FIC Interim Session chaired by the Prime Minister of the RoK, a working meeting of the Co-Chairs of the Working Group on Labor Legislation, Human Capital Development and Attraction of Foreign Workforce was held within the framework of the Foreign Investors’ Council under the President of the Republic of Kazakhstan.

On the Kazakhstani side, the meeting was attended by Svetlana Zhakupova, Minister of Labour and Social Protection of the Population of the Republic of Kazakhstan, as well as:

·        Yertaev Askarbek - Vice-Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan

·        Nurlan Tazhibaev – Acting Chair of the Migration Committee, Ministry of Labour and Social Protection

·        Zhulduz Abulgazina – Director of the Department of Labour and Social Partnership, Ministry of Labour and Social Protection

·        Zhandarbek Akylbekuly – Head of the Department of the Migration Committee, Ministry of Labour and Social Protection

·        Venera Murzalina – Head of the Occupational Health and Safety Department, Ministry of Labour and Social Protection

The foreign side was represented by:

·        Dmitri Propp – Representative of KNAUF in the Republic of Kazakhstan, Sales Director for Kazakhstan, Kyrgyzstan, and Tajikistan

·        Zhanna Baidasheva – Director, Kazakhstan Foreign Investors’ Council Association

·        Representatives from PetroKazakhstan, Shell Kazakhstan, EY, ExxonMobil Kazakhstan Inc., and CNPC in Kazakhstan

During the meeting, the results of the Working Group’s activities for the current year were reviewed, and key agenda items were discussed, including:

·        implementation of the Law of the Republic of Kazakhstan “On Professional Qualifications” and development of the national qualifications system;

·        improvement of regulations governing the attraction of foreign workforce, issuance of work permits, and visa support;

·        discussion of adopted and planned amendments to the Labor Code of the Republic of Kazakhstan;

·        issues related to the organization and regulation of mentorship at enterprises.

 

The parties emphasized the importance of maintaining a constructive dialogue between government authorities and foreign businesses and expressed their readiness to continue joint efforts to further improve labor and migration legislation in order to enhance the investment climate and ensure sustainable economic development in Kazakhstan.
