On 24 April 2026,
within the framework of the activities of the Working Group on Energy, Ecology
and Oil & Gas of the Foreign Investors’ Council under the President of the
Republic of Kazakhstan, a working meeting of the foreign-side members of the
Working Group was held to discuss key issues in accordance with the 2026 Work
Plan. The meeting was conducted in a hybrid format (online and offline) with
the participation of Ms. Elmira Pistayeva, the Senior Advisor for Government
Relations of the Association “Kazakhstan Foreign Investors’ Council”.
The meeting was also attended
by representatives of the following companies:
During the meeting,
participants discussed the National Quota Allocation Plan, as well as issues
related to improving legislation regulating technologically unavoidable flaring
of raw gas. Particular emphasis was placed on the need for clearer regulation
in the Environmental Code of the Republic of Kazakhstan, especially with regard
to methane emissions in the oil and gas sector.
Representatives of business
and investors highlighted the importance of strengthening and improving the
investment climate through constructive engagement with government authorities,
including active participation in working groups focused on drafting and
amending legal and regulatory frameworks.
Following the meeting, the
parties expressed a shared understanding that further work will focus on
strengthening the relevant legal provisions.
